Advocacy Updates – March 2020

C1 Bond Factor Update

A third-party review of the proposed NAIC bond factors may be undertaken by industry. In early March, ACLI reported that it is in regular contact with the NAIC on this issue and will be spearheading this potential project and asking members and related industry organizations to contribute. The Alliance plans to contribute to this effort and will keep fraternal members informed as this conversation continues.

Alliance Working to Introduce Fraternal Solvency in Three More States

Two calls in early March with Alliance staff, retained counsel Todd Martin and leaders of the domiciled fraternals in Michigan, Ohio and Indiana provided background on the effort to introduce the legislation that protects fraternal members and mitigates industry risk. As the Alliance works to continue the successes in 2018-19, where solvency legislation was passed in PA, TX, WI and MN, members will be kept informed of progress.

Retained consultant First Consulting brought to our attention an enacted law that appeared to possibly remove the small company exemption from PBR. After contacting industry friends and members, and the Michigan DOI directly, it was determined that this enacted legislation is an effort to clean up their current laws that do not align with the valuation manual which contains the exemption. This confusing situation could continue to happen as other states look to clean up similar laws on the books.

“Membership 20/20” Facilitated Meeting for Society Executives

Members Respond to Board Invitation to Connect & Provide Feedback

Fraternal leaders met in February with the Alliance Board to discuss what is valued most in Alliance membership, what the future looks like and how the organization can help members deal with the increasingly complex insurance industry landscape. This feedback session was facilitated by Sheri Jacobs, President of Avenue M Consulting, and Sheri successfully managed the process of gathering feedback from the 45 people who attended.

Almost all of our leaders (96%) rated this event Extremely Worthwhile or Very Worthwhile and all believe it gave them a voice in the discussions during this transition time.
