Advocacy Activities – May 2021

State Update
The Washington State Joint Legislative Audit and Review Committee (JLARC) regularly reviews tax exemptions, including the fraternal premium tax and business and operations tax exemptions. This year the fraternal exemption for business and operations tax was up for review, with JLARC affirming the exemption for the next ten years.

COVID-19 Corps
Alliance members have a great opportunity to show their local service strength and keep their communities safe by joining the Department of Health & Human Services COVID-19 Corps program. Nearly 10 fraternals are already signed up to share important information with their members, chapters and communities. The Alliance’s Executive Summit & Annual Business Meeting is happening – live and in-person Sept. 20 - 22, 2021 at the Hyatt Lost Pines outside Austin. This invite-only event for fraternal CEOs will provide outstanding educational sessions and much-needed networking options. Bond Factor Update – Member Feedback Requested

Revised Bond Factors Update – Comments Requested By NAIC

Tip Tipton from Thrivent generously continues to keep members informed on the revised C-1 bond factors, portfolio adjustment factors and corresponding instructions to the Life/Fraternal RBC formula, which is expected to be effective for 2021 year-end RBC reporting. The Life RBC Working Group exposed two proposals from the American Academy of Actuaries (Academy) and the American Council of Life Insurers (ACLI) recently on April 27. Comments are due by Thursday, May 27.

Here is a link to a summary that compares the existing bond factors and portfolio adjustment factors to the Academy proposal and the ACLI proposal.

If your society wishes to provide comments, send an email to Allison Koppel (akoppel@fraternalalliance.org) by Tuesday, May 18th and she will collaborate with Steve Clayburn of the ACLI on providing comments to the Life RBC Working Group.
